Every modern British definitive stamp has lots of security features to prevent re-use and fraud. They have special keyhole slits, coded printing and special paper which falls apart in water. But, as crooks and philatelists are aware, it's the easiest thing in the world to reuse the stamps illegally. Because the Post Office doesn't cancel stamps properly, it is letting crooks get away with this.
